College students typically declare their majors after their sophomore year. And, declaring a major is different from institution to institution, but at selective ones it means being accepted by the department. Thus, if a student applies as a transfer as a rising junior the student must often both pass the admissions committee review AND a departmental review. Whereas a student applying as a rising sophomore will often only require an admissions review.
